EMPLOYEES CONTINUOUS TRAINING

Societatea Complexul Energetic Oltenia S.A. (CEO) provides annually the professional training of the human resources trough professional training programs conducted by own specialists- internal trainers and professional training suppliers- external trainers.

Providing the quality of human resources training is achieved through a set of measures aimed to develop the capacity to draft, plan and implement training programs, guaranteeing that the training provider meets the quality standards.

An effective approach to quality assurance is obtained when in CEO the involvement on taking on and commitment towards the continuous improvement process exists, within an organizational culture based on development.

Human Resources and CEO must develop an environment within which quality is seen as a planned journey to continuous improvement, which leads them towards the set goals.

Human Resources are the most important, therefore CEO pays particular attention to proper preparation thereof, to continuously improve their work, which aims to successfully carry out the mission and objectives of the company.

The Human Resources Directorate – Professional Training Department is the owner of the professional training of the human resources in CEO.

The professional training is organized and carried out in accordance with the provisions of:

  • Government Decision No. 522/2003 for the approval of Methodological Norms for the application of the provisions of the Government Ordinance No. 129/2000 on regarding the adults professional training.
  • Law No.53/2003 regarding the Labour Code, republished, as subsequently amended and supplemented.
  • Order No. 400/2015 for the approval of the Code of internal / managerial control of public entities, as subsequently amended and supplemented.
  • Government Ordinance No. 129/2000 regarding the adults professional training, as subsequently amended and supplemented.

and it is set out in:

  • Collective Labour Agreement
  • Organization and Functioning Regulation
  • Internal regulation.

In order to develop a training tool to sustain the CEO’s training policy so as to increase the performance of its employees, the Human Resources Directorate – Professional Training Department will develop the Professional Training Strategy for the period 2018 – 2020.

The Professional Training Strategy will be developed taking into consideration the following key concepts:

  • relevance of professional training;
  •  participation degree of employees in professional training programs;
  • quality of professional training;
  • innovation in professional training.

The human resources Professional Training Strategy is not an end in itself, it is a means by which society achieves its strategic objectives.

The basic principle of human resource management is the one by which it recognises the fact that the most profitable investment of an organization is the forming and training of own employees.

Thus, the Professional Training Strategy will be based on fundamental principles that reflect good practice in human resource development.

The Professional Training Strategy will be developed taking into consideration the following key concepts:

  • participation in courses organized by CEO or by professional training suppliers across the country or abroad;
  • internships for professional accommodation on the job requirements;
  • internships and specialization courses across the country or abroad;
  • apprenticeship organized at the workplace;
  • individual training;
  • other training methods set out between CEO and the employee.

The objectives of the professional training:

  • adapting on the job requirements;
  • obtaining a professional qualification;
  • updating the knowledge and skills which are specific to the job and workplace and professional training for the main occupation of the employee;
  • professional reconversion determined by socio-economic restructuring.

In 2017, in CEO, 9,959 employees have benefited of professional training programs, of which 9,418 employees have completed programs with internal trainer and 541 employees have completed programs with external trainer.

Professional training with external trainer was accomplished through programs of training / retraining / specialization / continuous development, especially for employees who needed certification / authorization, required by specific legislation and for employees who needed nationally recognized programs.

In order to sustain the professional training carried out with internal trainers – own specialists, the Human Resources Directorate – Professional Training Department provides:

  • logistic support through the Online Courses Library, which contains over 200 course materials – structured by domains of activity, at:

  • specialized guidance and coordination for the fulfilment of responsibilities by the heads of the organizational structure / entity in the field of professional training.

CEO – authorised provider of professional training

Human Resources Directorate – Professional Training Department has developed the professional training activity and completed all procedures for CEO to become authorized training provider of the authorized training specialization program “operator of water treatment technology”, RCO (Romanian Classification of Occupations) code 313205.

CEO is authorized professional training provider, registered under No. 18/568/10.11.2015 in the National Register of Licensed Professional Training Providers for Adults.

CEO holds the License series GJ, No. 000477 / 10.11.2015 issued by the Ministry of National Education and Scientific Research – National Qualifications Authority, to conduct and organize professional training specialization program “operator of water treatment technology”, RCO (Romanian Classification of Occupations) code 313205.

The authorized professional training specialization program “operator of water treatment technology”, RCO (Romanian Classification of Occupations) code 313205 has duration of 192 hours distributed as follows:

  • 142 hours of theoretical training;
  • 50 hours of practical training.

Upon completion of the training session, the participants who pass the graduation exam acquire the Certificate of Completion “operator of water treatment technology” RCO (Romanian Classification of Occupations) code 313205 and a descriptive supplement specifying the acquired professional skills.

The Certificate of Completion is recognized at national and European level.

  • Advantages of CEO – as an authorised professional training provider:
    • extensively propagated through the media and visibility at national level through registration in the National Register of Licensed Professional Training Providers for Adults.
    • Eligibility for accessing European funds for human capital development.
    • Decreasing of expenses for professional training in the field for which it has obtained authorization.

Professional training of human resources it is a process that influences the achievement of derivative/ specific objectives of the organizational structures/ entities that are part of, respectively the  overall objectives of CEO.
